DIFC vs ADGM in 2026: Which UAE Financial Free Zone to Choose

Share

A side by side comparison of the UAE's two major financial free zones, from licence cost and regulator depth to crypto licensing and startup incubation, with a clear decision framework.

DIFC and ADGM are the UAE's two financial free zones. Both run on English common law with their own courts and independent regulators. The right choice depends on what you are building: a Dubai private bank, an Abu Dhabi crypto exchange, a family office, or an early-stage fintech. Here is the full 2026 comparison.

When DIFC wins

When ADGM wins

What stays the same

Timeline and cost

Non-financial activity (holding company, family office, professional services): 4 to 8 weeks from kickoff to active licence. Full financial services licence (fund manager, insurer, crypto exchange, payment provider): 6 to 12 months including regulator engagement, with capital adequacy, systems and compliance personnel requirements.

Rule of thumb: if your business is money (funds, insurance, private banking, family office), DIFC. If your business is technology that touches money (crypto, fintech platform, payments infrastructure), ADGM. If you need the Dubai client base, DIFC. If you want Abu Dhabi sovereign ecosystem, ADGM.

Breeo advises on both DIFC and ADGM structures. See DIFC company setup or ADGM company setup for detailed pages, or talk to our team for a jurisdiction recommendation.

Frequently asked questions

Is DIFC better than ADGM for a hedge fund?

DIFC's QIF (Qualified Investor Fund) and EF (Exempt Fund) structures are more established and more familiar to GCC and international LPs. ADGM funds work too but DIFC closes faster with institutional allocators.

Which is better for a crypto exchange, DIFC or ADGM?

ADGM. FSRA was the first UAE regulator to license crypto exchanges and has the most mature framework for virtual asset custody, trading and token issuance.

Can I move my company from DIFC to ADGM or vice versa?

There is no direct migration. You incorporate a new entity in the target jurisdiction and transfer operations, assets and clients to it. Breeo handles both the setup and transition paperwork.

Do DIFC and ADGM share regulators or courts?

No. DIFC uses DFSA and DIFC Courts. ADGM uses FSRA and ADGM Courts. Both are independent of mainland UAE law and of each other. Case law and enforcement decisions do not cross jurisdictions.

Which jurisdiction is cheaper for a family office?

ADGM is cheaper on licence cost, from AED 20,000. DIFC family offices start at around AED 40,000. For single family offices with high AUM, the licence difference is immaterial; pick based on advisor network and bank relationships.
