UAE Real Estate Brokerage Setup

A playbook for setting up a Dubai real estate brokerage in 2026: DET mainland licence, RERA office registration, individual broker certification through DREI, office requirements and timelines.

  • Mainland DET licence required
  • RERA + DREI certification
  • 100% foreign ownership
  • Ejari office mandatory

Why UAE for a real estate brokerage

The UAE property market is one of the largest in MENA with over AED 500 billion in annual transactions. Dubai Land Department (DLD) through its Real Estate Regulatory Agency (RERA) licenses brokers, and 100 percent foreign ownership is allowed for brokerage activities since 2021.

100 percent foreign ownership of a real estate brokerage
Dubai mainland DET licence required for brokerage activities, not free zone
RERA certification mandatory for all broker employees (individual Broker ID)
0 percent personal income tax on UAE residence (broker commissions tax-free personally)
9 percent corporate tax above AED 375,000 profit
Market size: AED 500+ billion in Dubai transactions in 2026, with over 40,000 brokers active

Licensing requirements

Setup is Dubai mainland (DET) only. Free zone brokerages cannot transact Dubai mainland real estate directly.

DET real estate brokerage trade licence (annual fee AED 15,000 to AED 25,000)
RERA office registration (AED 5,000)
DLD broker office registration (AED 5,000)
Chamber of Commerce membership (AED 1,200 to AED 2,500)
Ejari-registered physical office (flexi-desk not accepted for brokerage activity)
Minimum paid-up capital: usually AED 300,000 declared on MOA
Local Service Agent not required since 2021 for 100 percent ownership

Broker certification (RERA)

Every individual broker working for the brokerage needs RERA certification:

DREI (Dubai Real Estate Institute) training course: AED 2,500 to AED 3,500
RERA Broker Exam (passing score 85 percent or above)
Issuance of Broker ID (annual renewal AED 500)
Clean police clearance
Valid UAE residence visa (employment under the brokerage)
Experience letters if claiming senior broker status

Visa and bank account

Realistic numbers for a new Dubai real estate brokerage:

Owner/manager investor visa: 2 years, AED 3,500 to AED 6,000
Broker employment visas: AED 4,000 to AED 7,000 each, 2 years
Office visa quota: 1 visa per 9 sq m of registered office
Bank account: Emirates NBD and RAKBANK are strongest for brokerage files given escrow and commission flows
Escrow account at DLD for off-plan sales (separate from operating account)

Frequently asked questions

Can I open a real estate brokerage in a Dubai free zone?

No for Dubai mainland transactions. Dubai Land Department requires brokers to hold a DET mainland trade licence. Some free zones (like Meydan) offer property consultancy activities, but these do not allow direct Dubai mainland brokerage transactions.

How much does a Dubai real estate brokerage cost to set up?

Total first-year setup is typically AED 50,000 to AED 100,000 including DET licence, RERA registration, Ejari-registered office, chamber membership and 1 to 2 visas. Add AED 2,500 to AED 3,500 per broker for DREI course and RERA certification.

Do I need a UAE partner to open a real estate brokerage?

No. Since 2021 100 percent foreign ownership is allowed for brokerage activities. The old requirement for a UAE National Service Agent has been removed for most property activities.

Can I run a real estate brokerage from home?

No. DLD and RERA require an Ejari-registered physical office with signage, broker directory, meeting rooms and compliant layout. Flexi-desk and virtual offices do not meet the brokerage office requirements.

What is RERA and why do I need it?

Real Estate Regulatory Agency, part of Dubai Land Department. RERA licenses the brokerage office and certifies each individual broker working for it. Without RERA Broker ID an individual cannot legally sell, lease or advise on Dubai property.
