Best setup routes for consultants

Picking by scale, client base and brand positioning:

Solo consultant invoicing international clients: GoFreelance or Fujairah Creative City Freelancer
Boutique consultancy (2 to 5 people, Dubai city address): IFZA or Meydan Free Zone
Management or strategy consulting with government and large UAE corporates: Dubai mainland LLC (DET)

Activity selection, the detail

Consulting activities on your licence must match what you actually bill. Common choices and when to pick them:

Management Consultancy: strategy, operations, transformation, change management
Business Consultancy: broader catch-all, often paired with Management Consultancy
IT Consultancy: software advisory, implementation, cybersecurity, cloud
Marketing Consultancy: strategy, performance marketing, brand (separate from media production)
HR Consultancy: talent, compensation, culture, organisational design
Financial Consultancy: usually under DIFC or ADGM; needs regulator alignment
Legal Consultancy: regulated activity; requires qualified lawyer and bar membership

Visa and banking

Realistic numbers and timelines for a solo-to-small consultancy:

Consultant residence visa: AED 3,500 to AED 6,000 one-off, 2-year validity
Freelance permit visa option: self-sponsored, no employer visa needed
Bank account: Mashreq Neo Biz (7 to 14 days) or WIO Bank Starter (zero fee) best for solo consultants
Dubai city address matters: banks approve DET and Dubai free zone addresses faster than Sharjah-based
Golden Visa: specialised talent nomination available for consultants with recognised credentials

Frequently asked questions

What is the cheapest UAE consulting setup?

GoFreelance (AED 7,500) and Fujairah Creative City Freelancer (AED 6,500) are the cheapest. Both include self-sponsored visa option. For a company structure rather than freelance permit, IFZA (AED 12,900) and Meydan Free Zone (AED 12,500) are the lowest-cost Dubai free zone options.

Can I run a consulting business from Dubai while serving overseas clients only?

Yes. Free zone companies invoice international clients directly with no restriction. For UAE-mainland client invoicing you need a mainland structure or distributor arrangement.

Does a consultant qualify for 0 percent corporate tax?

If structured as a Qualifying Free Zone Person serving other free zone entities or non-UAE clients only, yes. If serving UAE mainland clients, the 9 percent rate applies above AED 375,000 profit. Many solo consultants also use Small Business Relief (zero taxable income if revenue under AED 3 million) until end 2026.

Do I need a professional qualification to open a consulting licence?

Most management, business and marketing consulting activities do not require formal qualification. Legal, financial, medical and engineering consulting activities require regulator-approved credentials attested through the home country and UAE Embassy.

Can I move my European or Indian consulting business to Dubai?

Yes. We handle the setup and residence visa remotely while you remain abroad; you fly in briefly for medical, Emirates ID and bank account meeting. For tax efficiency, cross 183 days UAE residence and obtain a UAE Tax Residency Certificate to activate DTAA benefits.
