UAE Wages Protection System (WPS) Guide 2026: Rules and Penalties
A clear guide to the UAE Wages Protection System in 2026, including who must register, the SIF salary file format, submission timelines and the escalating penalties for non-compliance.
The UAE Wages Protection System (WPS) was introduced by the Ministry of Human Resources and Emiratisation (MOHRE) and the UAE Central Bank in 2009 to protect worker salaries. Every mainland employer with MOHRE-registered employees must transfer salaries through WPS. Here is how it works in 2026.
Who must register for WPS
- Every UAE mainland company with employees on MOHRE labour contracts.
- Companies with 100 or more employees must process 100 percent of salaries through WPS.
- Companies with fewer than 100 employees have a slightly simplified process but same obligation to pay through a UAE bank or exchange house.
- Free zone companies: outside WPS; follow their individual free zone's own payroll compliance rules (DIFC and ADGM have equivalent systems).
How WPS works
- Employer processes payroll internally and generates a Salary Information File (SIF).
- SIF is uploaded via the employer's UAE bank or Central Bank-licensed exchange house.
- Bank or exchange house transfers salaries to each employee's UAE account.
- Transmission data flows to MOHRE for compliance verification.
SIF file format
The Salary Information File is a standard text format with per-employee fields:
- Employee personal and labour card number
- Employer MOHRE establishment ID
- Pay period dates (start and end)
- Working days in the period
- Fixed salary, variable additions, deductions
- Net paid to employee
- Payment reference and employee bank or exchange account
Deadlines
- Salary must be paid within 10 days of the pay period end, so for a calendar month cycle salaries are paid by day 10 of the following month.
- SIF file transmission to MOHRE must happen by the 15th of the following month.
- Payment delays beyond 15 days trigger first warnings; beyond 60 days triggers full MOHRE service suspension.
Penalties for non-compliance
- Late salary (10 to 30 days): AED 1,000 per worker per month in some scenarios, plus MOHRE flags on the employer file.
- Late salary (30 to 60 days): MOHRE suspends issuance of new work permits for the company.
- Late salary (60 days or more): full MOHRE services suspension, including labour contract renewals, visa cancellations, work permit extensions.
- Non-registration with WPS where required: AED 10,000 fine and labour file blocking.
- Submitting false SIF data: AED 5,000 plus referral to criminal authorities if fraudulent intent.
WPS and Corporate Tax
UAE Corporate Tax takes WPS salary expense as deductible against taxable income only if the salary flow is through WPS (for mainland employees). Paying employees outside WPS risks both MOHRE penalty and loss of corporate tax deduction, so even small firms benefit from WPS compliance.
WPS and visa / bank account
- MOHRE blocks new visa issuance after 30 days of WPS non-compliance.
- UAE banks run quarterly checks on employer WPS files when renewing corporate bank accounts.
- Free zone employers using WPS-equivalent systems (DIFC Payroll, ADGM Payroll) have equivalent obligations.
Rule of thumb: process payroll by the 25th of each month and transmit WPS SIF by the 10th of the following month. That keeps you well ahead of the 15-day MOHRE deadline and avoids the escalating fines and MOHRE service blocks.

Frequently asked questions
Who must register for UAE WPS?
Every UAE mainland employer with MOHRE labour contracts. Free zone employers are outside WPS but follow their own free zone's payroll compliance rules (DIFC and ADGM have equivalent systems).
What is the UAE WPS deadline?
Salaries must be paid within 10 days of pay period end. The SIF file must be transmitted to MOHRE by the 15th of the following month.
What is the penalty for WPS non-compliance?
AED 1,000 per worker per month for persistent late payment, plus MOHRE suspension of new work permits after 30 days and full MOHRE services suspension after 60 days.
Do free zone employees need WPS?
No. Free zone employees are outside the UAE Central Bank WPS. However, DIFC and ADGM have their own equivalent payroll compliance (DIFC Payroll and ADGM Payroll). Other free zones require salary payment through UAE bank accounts without the formal WPS file.
Can Breeo handle WPS filing for me?
Yes. Breeo processes monthly SIF file generation and bank submission as part of PRO Services retainers, keeping your file submitted ahead of the 15th-of-month deadline every month.
